A Taiwan passport holder flying from Shanghai, Hong Kong or another country remains a Taiwan passport holder for Cambodian immigration. The Tourist eVisa option for Taiwan citizens

Receiving an eVisa does not complete e-Arrival. Complete the official e-Arrival within seven days before arrival and save the confirmation. After immigration, preserve the v-Pass email or digital record and verify the admitted-until date.

If the passport is renewed after an application, the passport number changes. Do not assume an approval connected to the old number remains usable. Ask official support whether a new application is required.
